Across the Ocean Panel, progress is evident as all 19 members are currently developing or implementing their Sustainable Ocean Plans (SOPs), a key part of their commitment to sustainably manage 100% of their national waters. Members are putting in place have enabling conditions needed to deliver these plans, such as stronger legal and institutional frameworks, integrating ocean priorities into climate policy, expanding marine conservation and increasing financial commitments.
The report also finds that 12 new countries covering more than 1.5 million km² of ocean have adopted the Ocean Panel’s ‘100% approach’, demonstrating growing recognition of integrated ocean management beyond the Ocean Panel’s membership. Progress is also being reinforced through multilateral policies and institutional frameworks with Sustainable Ocean Plans and the 100% approach being included in:
- The Commonwealth Apia Ocean Declaration
- The UN Ocean Conference Political Declaration
- UNESCO’s Intergovernmental Oceanographic Commission’s strategy on Sustainable Ocean Planning
- Pacific Islands Unlocking Blue Pacific Prosperity (UBPP) initiativ
Ocean Panel members are also increasingly integrating ocean action into national climate strategies. All members have advanced national decarbonisation strategies and targets, aligned with the Paris Agreement, while 17 members have at least one ocean-based climate measure or target in their NDCs. This growing focus on ocean-based climate action is also reflected in the Blue NDC Challenge, which now includes 17 countries, of which 11 are Ocean Panel members.
The report also highlights the barriers countries face – as the priority has moved from securing political commitments to ensuring countries have the finance, technical capacity and institutional frameworks needed to implement their ambitions.
Through their actions across initiatives such as the 100% Alliance and the Blue NDC Challenge as well as their leadership at the Our Ocean Conference and growing recognition of Sustainable Ocean Plans in international processes, Ocean Panel members are also helping to shape wider global approaches to sustainable ocean governance.
The next phase of the Ocean Panel’s work will build on this momentum – supporting countries to turn growing ambition into tangible outcomes for both people and the planet.
