Ocean Action 2030 welcomes new members, UN Capital Development Fund and OceanMind

Ocean Action 2030, an action group of the Ocean Panel, has welcomed two new members: The United Nations Capital Development Fund (UNCDF) and OceanMind.

Nov 18, 2025

These organisations will significantly expand Ocean Action 2030’s ability to support countries in both the financing and implementation of Sustainable Ocean Plans – a critical step to building a sustainable ocean economy and delivering real impact on the ground.

About the United Nations Capital Development Fund
UNCDF mobilises and catalyses capital for high-risk markets with a strong focus on Least Developed Countries, Small Island Developing States and nations in special situations. By deploying risk absorbing financial instruments, advisory services and structured finance, UNCDF unlocks resources that support job creation, economic growth and prosperity across more than 70 countries.

Working in partnership with other UN entities and development partners, UNCDF operates with speed and agility to provide scalable and blended finance solutions that bridge the gap between public and private funding, enabling development finance institutions and multilateral development banks to scale up sustainable investments. Their financial leadership directly strengthens Ocean Action 2030’s mission to mobilise resources for Sustainable Ocean Plans.

About OceanMind
OceanMind is a tech-enabled nonprofit delivering data intelligence, capacity building and enforcement support to protect marine ecosystems and ensure responsible fisheries. Their AI and monitoring systems cover over 6 million km² of Marine Protected Areas and track compliance for hundreds of thousands of vessels.  Their real-time tools deepen understanding of ocean activity and drive compliance with legal frameworks as well as sustainability commitments. OceanMind’s work enhances environmental, social and governance performance, addresses climate risk and strengthens maritime transparency.

A stronger coalition for ocean action

By joining Ocean Action 2030, UNCDF and OceanMind significantly broaden the coalition’s capacity on finance and investment, through UNCDF’s blended finance models supporting sustainable ocean-based investments as well as knowledge and enforcement, through OceanMind’s advanced technology and real-time data systems. Their involvement underscores Ocean Action 2030’s commitment to helping countries transform their high-level ambition to concrete implementation and measurable impact in line with the Ocean Panel’s Transformations Agenda.
