Cela signifie qu&#039;au cours des trois prochaines ann\u00e9es, nous devons d\u00e9finir les \u00e9l\u00e9ments de base qui soutiendront et garantiront des mod\u00e8les de tourisme durable. pour les zones c\u00f4ti\u00e8res et marines riches en biodiversit\u00e9. De plus, si nous voulons commencer \u00e0 imaginer \u00e0 quoi doit ressembler un tourisme durable en 2050, nous devons imm\u00e9diatement \u00e9tablir une base stable et durable d&#039;ici 2030.<\/p>\n<p>\u00ab Mainstreaming Biodiversity Conservation Criteria in Mexico&#039;s Tourism Sector with Emphasis on Biodiversity-Rich Coastal Ecosystems \u00bb, mieux connu sous le nom de Kuxatur (ou \u00ab Living Tourism \u00bb en langue maya Yucatec), est un projet unique du Fonds pour l&#039;environnement mondial (FEM) lanc\u00e9 \u00e0 Mexico. en octobre 2020 avec le Programme des Nations Unies pour le d\u00e9veloppement (PNUD) comme agence d&#039;ex\u00e9cution et, comme partenaires d&#039;ex\u00e9cution, les minist\u00e8res mexicains du tourisme et des affaires \u00e9trang\u00e8res et des ONG bas\u00e9es dans trois \u00c9tats mexicains : Amigos de Sian Ka&#039;\u00e1n \u00e0 Quintana Roo, ISLA en Basse-Californie Sur et World Wildlife Fund (WWF) sur la c\u00f4te d&#039;Oaxaca.<\/p>\n<p>Kuxatur jettera les bases d&#039;un tourisme durable d&#039;ici 2025 en se concentrant sur la cr\u00e9ation de zones de d\u00e9veloppement du tourisme durable (<em>zonas de desarrollo tur\u00edstico sustentable<\/em>, ou ZDTS), qui seront pilot\u00e9s dans trois r\u00e9gions et fonctionneront comme des mod\u00e8les tangibles et reproductibles.<\/p>\n<p>Le principal r\u00e9sultat devrait \u00eatre un mod\u00e8le viable pour un tourisme c\u00f4tier et marin durable dans lequel les trois niveaux de gouvernement, le secteur priv\u00e9, le milieu universitaire et la soci\u00e9t\u00e9 civile renforceront leurs capacit\u00e9s respectives \u00e0 inverser la d\u00e9gradation de l&#039;environnement et \u00e0 tirer parti des ressources naturelles de mani\u00e8re durable. mani\u00e8re durable et \u00e9quitable. Ce qui pr\u00e9c\u00e8de sera atteint gr\u00e2ce \u00e0 l&#039;int\u00e9gration de la biodiversit\u00e9, de la durabilit\u00e9 environnementale, du d\u00e9veloppement \u00e0 faibles \u00e9missions et de l&#039;\u00e9conomie bleue et verte dans le processus de l\u00e9gislation, de planification et de prise de d\u00e9cision.<\/p>\n<p><strong>Zones de d\u00e9veloppement touristique durable<\/strong><\/p>\n<p>Le mod\u00e8le ZDTS offre un sc\u00e9nario alternatif bas\u00e9 sur l&#039;int\u00e9gration des garanties de conservation de la biodiversit\u00e9 dans le secteur du tourisme gr\u00e2ce \u00e0 un nouveau mod\u00e8le de d\u00e9veloppement du tourisme durable, qui peut \u00eatre reproduit avec les meilleures pratiques pour d&#039;autres initiatives de d\u00e9veloppement du tourisme.<\/p>\n<p>Actuellement, deux ZDTS sont en cours d&#039;\u00e9tablissement : un \u00e0 Punta de Mita, dans l&#039;\u00c9tat de Nayarit, et un autre \u00e0 Tulum, \u00e0 Quintana Roo. Kuxatur vise \u00e0 \u00e9tablir trois ZDTS suppl\u00e9mentaires dans les trois projets pilotes\u00a0:<\/p>\n<ul>\n<li>Maya Ka&#039;an \u00e0 Quintana Roo avec Amigos de Sian Ka&#039;\u00e1n<\/li>\n<li>La c\u00f4te d&#039;Oaxaca de Huatulco \u00e0 Lagunas de Chacahua avec WWF<\/li>\n<li>Baja California Sur de La Paz\u2013Sierra la Laguna \u00e0 Los Cabos avec ISLA<\/li>\n<\/ul>\n<p>La situation actuelle de ces zones touristiques c\u00f4ti\u00e8res riches en biodiversit\u00e9 est la suivante :<\/p>\n<ol>\n<li>D\u00e9gradation des \u00e9cosyst\u00e8mes et perte de biodiversit\u00e9.<\/li>\n<li>Perte de services \u00e9cosyst\u00e9miques.<\/li>\n<li>Manque de garanties de conservation de la biodiversit\u00e9 pour le d\u00e9veloppement du tourisme, qui a progressivement empi\u00e9t\u00e9 sur des \u00e9cosyst\u00e8mes fragiles, y compris les zones c\u00f4ti\u00e8res riches en biodiversit\u00e9.<\/li>\n<li>M\u00e9canismes et incitations financiers et compensatoires inad\u00e9quats pour promouvoir le d\u00e9veloppement du tourisme durable, entra\u00eenant une activit\u00e9 touristique \u00e0 forte intensit\u00e9 de biodiversit\u00e9, principalement li\u00e9e \u00e0 la navigation de plaisance, \u00e0 la p\u00eache et \u00e0 la plong\u00e9e, mais \u00e9galement \u00e0 d&#039;autres activit\u00e9s.<\/li>\n<\/ol>\n<p>Pour atteindre ses objectifs, le mod\u00e8le ZDTS propose quatre changements cl\u00e9s\u00a0:<\/p>\n<ol>\n<li>Renforcer le cadre institutionnel, r\u00e9glementaire et politique.<\/li>\n<li>Cr\u00e9er des conditions favorables dans le secteur du tourisme pour rem\u00e9dier aux d\u00e9faillances du march\u00e9 et catalyser le financement de la conservation de la biodiversit\u00e9.<\/li>\n<li>Int\u00e9grer la biodiversit\u00e9 dans le d\u00e9veloppement et l&#039;exploitation du tourisme c\u00f4tier avec des co-b\u00e9n\u00e9fices dans l&#039;am\u00e9lioration du carbone bleu.<\/li>\n<li>Promouvoir la gestion des connaissances et l&#039;apprentissage.<\/li>\n<\/ol>\n<p><strong>Reconstruire en mieux\u00a0: catalyseur du changement<\/strong><\/p>\n<p>La pand\u00e9mie mondiale offre une opportunit\u00e9 sans pr\u00e9c\u00e9dent de transformer le tourisme c\u00f4tier et marin, car les visiteurs souhaitent explorer la nature et trouver de nouvelles fa\u00e7ons de voyager. La distanciation sociale a amen\u00e9 le tourisme \u00e0 une nouvelle dimension dans laquelle le tourisme de masse se d\u00e9place vers l&#039;\u00e9cotourisme et l&#039;exploration de la nature. En outre, la sensibilisation \u00e0 l&#039;environnement s&#039;est accrue et la menace du changement climatique et de la perte de biodiversit\u00e9 est devenue r\u00e9elle et tangible. La pand\u00e9mie a \u00e9galement ouvert une opportunit\u00e9 pr\u00e9cieuse pour les communaut\u00e9s vivant dans la ZDTS de d\u00e9velopper de nouveaux mod\u00e8les commerciaux et des infrastructures touristiques durables.<\/p>\n<p>La pand\u00e9mie a \u00e9galement accru les menaces pesant sur le tourisme c\u00f4tier durable. Les d\u00e9veloppeurs ont vu de nouvelles opportunit\u00e9s commerciales dans des zones c\u00f4ti\u00e8res attrayantes et ont commenc\u00e9 \u00e0 appliquer le m\u00eame mod\u00e8le de tourisme non durable, augmentant la pression sur des \u00e9cosyst\u00e8mes d\u00e9j\u00e0 fragiles.<\/p>\n<p>Comme les gens se sont habitu\u00e9s \u00e0 travailler \u00e0 domicile, il est devenu \u00e9vident qu&#039;il n&#039;est plus n\u00e9cessaire de vivre dans une ville surpeupl\u00e9e et ch\u00e8re, ce qui a d\u00e9clench\u00e9 une migration vers des sites touristiques c\u00f4tiers attrayants auparavant consid\u00e9r\u00e9s comme des lieux de vacances. Alors que les touristes sont devenus des r\u00e9sidents permanents, de nouveaux d\u00e9fis et menaces sont devenus \u00e9vidents\u00a0:<\/p>\n<ol>\n<li>Un manque d&#039;infrastructures de base pour soutenir une population en croissance rapide (gestion des eaux us\u00e9es, gestion des d\u00e9chets solides, transport, cha\u00eenes d&#039;approvisionnement, etc.).<\/li>\n<li>Pression accrue sur les propri\u00e9taires fonciers et les communaut\u00e9s locales (<em>ejidos<\/em> et <em>biens communaux<\/em>) de vendre leurs terres \u00e0 des promoteurs et \u00e0 des investisseurs immobiliers, augmentant ainsi la pression sur les zones naturelles prot\u00e9g\u00e9es et les r\u00e9serves naturelles et laissant les communaut\u00e9s locales sans propri\u00e9t\u00e9 fonci\u00e8re.<\/li>\n<li>Un manque de planification appropri\u00e9e et \u00e0 long terme du tourisme c\u00f4tier.<\/li>\n<li>Augmentation de la pression environnementale sur les \u00e9cosyst\u00e8mes c\u00f4tiers tels que les for\u00eats, les mangroves et les r\u00e9cifs coralliens.<\/li>\n<li>Un manque de biodiversit\u00e9 et de garanties de conservation pour le d\u00e9veloppement du tourisme.<\/li>\n<li>Nouvelles autoroutes et infrastructures de transport qui nuisent aux \u00e9cosyst\u00e8mes de base et fragiles fournissant des services environnementaux et des attractions touristiques.<\/li>\n<\/ol>\n<p>Pour cette raison, de nouveaux mod\u00e8les de tourisme innovants et durables doivent \u00eatre mis en \u0153uvre de toute urgence.<\/p>\n<p><strong>Transformation : Le r\u00f4le du tourisme c\u00f4tier et marin dans une \u00e9conomie oc\u00e9anique durable<\/strong><\/p>\n<p>Kuxatur esp\u00e8re transformer ces trois zones en les prot\u00e9geant l\u00e9galement par le d\u00e9cret pr\u00e9sidentiel du ZDTS. Pour se qualifier pour devenir un ZDTS, un site doit r\u00e9pondre \u00e0 des exigences sp\u00e9cifiques suivant les directives du minist\u00e8re du Tourisme SECTUR afin d&#039;assurer sa p\u00e9rennit\u00e9.<\/p>\n<p>La mise en place de politiques publiques et d&#039;incitations \u00e9conomiques \u00e0 long terme pour promouvoir un tourisme respectueux de la biodiversit\u00e9 et encourager la participation active des autorit\u00e9s et des communaut\u00e9s locales devrait apporter un changement durable. Ce changement aura un impact transformateur sur tous les secteurs de la soci\u00e9t\u00e9 et posera les bases d&#039;un tourisme durable.<\/p>\n<p>La mission de Kuxatur est d&#039;inclure les communaut\u00e9s locales dans le mod\u00e8le de d\u00e9veloppement du tourisme durable en renfor\u00e7ant le renforcement des capacit\u00e9s, en mettant en \u0153uvre de nouveaux mod\u00e8les commerciaux durables, en int\u00e9grant l&#039;\u00e9quit\u00e9 entre les sexes et en incluant la participation active des jeunes dans tous les processus de planification. L&#039;objectif principal est de renforcer les communaut\u00e9s locales et de leur assurer des b\u00e9n\u00e9fices \u00e9conomiques directs du tourisme et de la conservation de la biodiversit\u00e9.<\/p>\n<p>En outre, le programme des peuples autochtones fait partie int\u00e9grante du d\u00e9veloppement de Kuxatur et comprend l&#039;\u00e9quit\u00e9 et l&#039;int\u00e9gration des connaissances, des valeurs et de l&#039;organisation ancestrales et bioculturelles. Kuxatur a d\u00e9velopp\u00e9 un syst\u00e8me de planification strat\u00e9gique annuelle pour des activit\u00e9s sp\u00e9cifiques faisant progresser la r\u00e9alisation de ses objectifs. Dans les trois sites pilotes, un mod\u00e8le inclusif et participatif est en d\u00e9veloppement constant, y compris les autorit\u00e9s f\u00e9d\u00e9rales, \u00e9tatiques et locales, les communaut\u00e9s, les ONG, le secteur priv\u00e9 du tourisme, les universit\u00e9s et d&#039;autres parties prenantes importantes.
